    I am Charshea Green the visionary leader and program developer of Royals Developmental Milestones Center (Royals DMC). My personal vision is rooted in the belief that children are the world's most valuable resource and our best hope for the future. I choose to serve as a champion for every child and a key partner for their families.

    Royals DMC is dedicated to providing exceptional, high-quality childcare services that nurture each child's potential. Beyond our program, I am personally committed to elevating quality standards across the entire early childhood education sector. I serve as a Tier 3 Childcare Trainer, an Advanced Technical Assistant, and a Certified CPR, First Aid, and AED Instructor.

    This dual commitment—providing direct, high-quality care and training those who deliver it—ensures our impact is both deep and wide, driving true developmental milestones for all children.

    Royals DMC maintains operational hours that meet the diverse needs of our families while strictly adhering to all licensing and safety mandates set by the Department of Children and Families (DCF).

    • Open: Monday - Friday, 6:00 a.m. to 10:00 p.m.
    • Closed: On all Federal Holidays listed below.

    New Year's Day, Martin Luther King, Jr. Day, President’s Day, Memorial Day, Juneteenth Day, July 4 – Independence Day, Labor Day, Columbus Day, Veterans Day.


    Extended Closures

    Thanksgiving (the Wednesday before, day of, and Friday after) 

    Annual Center Vacation: (Christmas/Winter Break December 24th- January 1st) 

     

    Professional Development

    Staff Days & Vacation are designated days scheduled time off Essential for maintaining DCF-required training hours and quality standards.

    Policy Notes:

    • Fees: To ensure budget stability and retention of our highly qualified staff, regular fees WILL be charged for all listed federal holidays, extended closure days, winter break and staff professional development days.


    • Holiday Observance: If a holiday falls on a Saturday, we will be closed the previous Friday. If a holiday falls on a Sunday, we will be closed the Monday following.


    • Inclement Weather: Royals DMC follows the school district’s guidelines surrounding closures due to severe weather conditions, as student and staff safety is our paramount concern.


    • Unexpected Emergencies: If the Childcare program must close unexpectedly due to a faculty emergency ( e.g., loss of power/water), no payment is expected for the remainder hours of that specific closure. If tuition has already been paid; a credit for the miss hours/days will be applied to your account for the following week. If tuition has not yet been paid; you may be deducted the cost of disclosure hours for your weekly total. Note: This policy applies only to emergencies within the buildings control and does not include inclement weather, annual or schedule holiday closures.

    • Parent Responsibilities: Parents are responsible for securing alternative childcare during all scheduled closures.

    Royals DMC provides DCF-compliant, high-quality childcare services for children aged 6 weeks to 12 years old. Our commitment is to foster genuine developmental milestones across all age groups. We utilize a mixed-age classroom model, which is strategically designed to place learning at the center, encourage peer mentorship, and support the principle that children learn and explore at their individual developmental pace.

    👑BIRTH TO THREE (IFSP SUPPORT): Early intervention focus partnering directly with county service providers to integrate individualized milestones and therapy goals into your child’s daily routine.


    👑INFANT AND TODDLER PROGRAM: A nurturing, responsive environment centered on sensory exploration, secure attachments, and foundational cognitive milestones.


    👑TWO-YEAR OLD PROGRAM: Active learning tracks designed to guide emerging communication, early social-emotional skills, independence, and potty training.


    👑PRESCHOOL PROGRAM: Structured skill-building that bridges child-led exploration with essential pre-academic concepts and peer collaboration.


    👑4K INSTRUCTIONAL PROGRAM (FREE): Fully eligible, high-quality four-year-old kindergarten curriculum engineered to get your child ready for school success at zero cost to families.


    👑SCHOOL AGE PROGRAM (IEP & 504 PLAN SUPPORT): Dedicated before/after school care providing direct advocacy and implementation alignment with Milwaukee Public Schools (MPS) education and medical accommodation plans.


    👑SPECIALIZED RESPITE CARE PROGRAM (Saturdays): Weekend sensory-friendly care utilizing our targeted "Reset Zone," fully authorized for CLTS Waiver and RCAW funding tracks.

    We operate under the principle that all children are capable learners who develop at individual rates. To provide quality care, we plan activities strictly according to the age and developmental level of each child, in alignment with best practices in early childhood education.

    Our curriculum provides children with a diverse variety of experiences, balancing the following activities:

    • Indoor and Outdoor Activities
    • Active and Quiet Play
    • Individual and Group Activities

    Activities are intentionally designed to:

    • Expose children to a variety of cultures.
    • Encourage the use of language and literacy skills.
    • Develop large and small muscles (physical development).
    • Foster creative thinking and imaginative play.

    Royals DMC utilizes experience learning and encourages skill-based learning through purposeful play, while nurturing a child’s social-emotional, physical, language, and cognitive development. We maintain an environment that protects children from excess fatigue and over-stimulation, ensuring every child can be successful and feel positive about themselves.

    Nutritional Meals

    Children enrolled in Royal‘s DMC will be provided with nutritional meals including a balanced breakfast, morning snack, lunch, afternoon snack, dinner and or evening snack. Menus that meet the CACFP nutritional requirements by the USDA, are posted and available for review. 

    Health & Safety

    Ensuring a clean, safe, and healthy environment is critical to promoting physical, social, and emotional health. Here at Royals DMC, your child’s welfare is our top priority, and our procedures are built upon rigorous DCF rules and regulations regarding facility safety, hygiene, and supervision.

    Outdoor Play

    In line with early childhood health mandates, our program actively supports physical skill development:

    • Duration: Daily physical activity is offered for at least 60 minutes.
    • Play Opportunities: Daily unrestricted free play is available indoors and outdoors (weather permitting). Active exploration is consistently offered, with each area providing different play opportunities.
    • Outdoor Time: Children, including infants and toddlers, will go outdoors daily when weather permits. Parents must ensure children are dressed appropriately for the weather.

    Inclement Weather

    Field Trips

    Royals DMC carefully plans field trips and other off-premise activities (including neighborhood walks and visits to nearby parks) that align with our monthly curriculum and are designed to enhance the children's learning experience in a safe, controlled manner.

    • Safety Protocol: All trips follow established DCF safety ratios and supervision guidelines.
    • Parent Involvement: Parents are welcomed to chaperone or accompany their child(ren) on field trips.
    • Requirement: Permission slips are required for each child to participate.

    Transportation

    Transportation Update February 2026:

    Royals DMC does not offer private transportation services. Parents are responsible for transporting their child/ren to and from the childcare facility on time. Please note:

    • Field Trips: We use DCF-approved public transportation for all scheduled field trips.
    • Late Fees: A fee of $1.00 per minute applies for any child picked up after their scheduled hours.

    Discipline

    Our approach to behavior guidance focuses on developing essential qualities like self-control, self-esteem, and respect for the rights of others, while also being in full compliance with DCF regulations against harmful or punitive discipline methods.Our Guidance Techniques:

    • Behavior will be guided by setting clear limits or rules.
    • Undesirable behavior will be immediately redirected to an appropriate activity.
    • We proactively give children the attention they need before they demand it, providing a variety of age-appropriate activities to choose from.
    • Our program practices meditation and mindfulness as positive coping strategies.
    • Time-Out Policy (for 3 years and up): A brief, non-punitive time-out may be used to remove a child from a situation that has become over-stimulating or unsafe for themselves or others. Time-outs will never exceed three minutes and will not be used with children under three years of age, as per best practice guidelines.
    • Student-Led Behavior Pacts:All school-aged participants complete a student-led behavior agreement. This exercise empowers older youth to take ownership of their social-emotional environment.
    • Collaborative Intervention & Support Integration: We do not view behavioral challenges as simple, compliance issues-we evaluate them as critical milestones in a child’s developmental journey. Our faculty actively welcomes and supports children with diverse learning profiles, developmental delays, specialize sensory needs. We seamlessly integrate individual support plans into our daily routines, utilizing our on-site tools and advance early childhood expertise to guide every Child forward.
    • Cooperative Guidance Boundaries: If a child’s behavioral needs escalate beyond traditional classroom frameworks, we initiate an intensive family-staff action plan. If the behavioral patterns compromise the foundational safety and stability of the center, and external modifications cannot resolve the risk. We reserve the right to progressively modify the enrollment agreement up to termination to preserve group welfare.

    Drop In Care

    We accept children for drop-in care if prior enrollment arrangements have been made and space is available. Drop-in care is an arrangement where children attend on an intermittent, unscheduled basis. Drop-in child care centers are used by parents and guardians who need last-minute, emergency, or simply occasional help. Our Drop-In care is set at an hourly rate. Royals DMC permits a minimum of 2 hours per day and a maximum of 12 hours per day for drop in care. Please note that drop in care rates can exceed much higher than weekly tuition charges. 

    Program Fees

    All tuition fees are non refundable and due prior to the start of services. Royals DMC will operate in the childcare programs operational hours 6a.m-10p.m. Dropping off early or picking up later than contracted hours will result in additional fees occurring up to $1 per minute in-which must be paid the start of the next care day to continue services.
    Royals DMC offers a wide variety of services:

    full time care, part time care, drop in care. We offer enriched programs including:infant care, toddler care, preschool care, school age before and after school care with structured curriculum. We offer loving and caring teachers with low student to teacher ratios and quality education and experience. We offer high quality nutritional meals and snacks, ensured safety and sanitation, all at an affordable rate and with flexible payment options.     The Royals 4K Academy

    Royals 4K Instructional Program! High-Quality Education, At No Cost to Families.

     At Royals Developmental Milestones Center, we believe that every 4-year-old deserves a head start on their academic journey. We are proud to offer an official 4K Instructional Program specifically designed to prepare your child for Kindergarten and beyond.

    Program Highlights:

    • Tuition-Free: As a partner in Wisconsin's early education initiatives, our core 4K instructional hours are provided at no cost to eligible families.
    • Expert-Led Instruction: Led by certified educators focusing on the Wisconsin Model Early Learning Standards (WMELS).
    • Seamless Transition: We offer "Wrap-around Care" for families who need support before or after the 4K instructional block, allowing your child to stay in one safe, consistent environment all day.
    • 2026-2027 Eligibility: Enrollment is now open for children who will be 4 years old by September 1st.

    Specialized Saturday Respite Care

    Elevating Weekend Care, Embracing Development

    At Royals Developmental Milestones Center, Saturdays are dedicated entirely to specialized weekend support. This program is structurally separate from our Monday–Friday childcare services and is engineered strictly as a Respite Care option for families of children with developmental delays, unique behavioral needs, or IEP frameworks.

    Our Saturday program focuses on high-quality milestone tracking and social-emotional development in a calm, sensory-friendly environment, giving families essential weekend backup.

    When: Saturdays - 6a.m- 6p.m

    Who: Open to families seeking premium, milestone-focused weekend respite care.

    Program Leadership: Managed directly by an advanced early childhood education specialist. 


    💳 Accepted Funding & Forms of Payment:

    Because this is a specialized respite service, Wisconsin Shares (childcare subsidy) cannot be applied to Saturday care. Instead, we accept the following private and state-funded respite options:

    RCAW Grants: Respite Care Association of Wisconsin family vouchers and supplemental grant funding.  

    CLTS Waiver Funding: Children’s Long-Term Support Waiver program funds (coordinated through your county Support Service Coordinator).  

    Private Pay: Direct electronic payment or exact cash payment. 

    Note: All funding authorizations, grant vouchers, or private payments must be fully verified and rendered before weekend care slots can be finalized.

    Build Skills, Grow Friendships, Make Milestones!

    Continuous growth doesn’t pause for summer! Our all-inclusive summer camp offers a vibrant, highly interactive environment where children dive deep into hands-on milestones, outdoor discoveries, and community-focused exploration.

    Ages: 5–12

    Dates: Summer (June 15th – August 28th) 

    Schedule: Monday – Friday | 9:00 AM – 5:00 PM

    Weekly Fees: $250

    As a certified HSI CPR Instructor I invite you to get your CPR certification or recertification, I specialize exclusively in Pediatric First Aid, CPR and AED training for all age groups: Infant, Child and Adult tailored specifically for the unique environment of childcare and early education settings. My focus covers a full spectrum of care: Infant/Child CPR & Choking,  Adult CPR & AED (for staff/parent emergencies) and Critical First Aid (e.g., fever, seizures, burns, allergies) and more.
